In the picture everything except her arms are covered with cloth. This leaves arm to feel exposed; it becomes center of the attention. With the help of that setting the eyes are straight away directed towards her arms. If you look even more in depth some parts of her upper body and lower body are in blur. However the colours are harmonising with the skin colour and it's surrounding. The skin has a fading light pale colour whereas the colour of her outfit is really bright and bold; these colours contrast really well together. She might be in this situation because maybe she is unsure of something/someone else. The only flesh we see of her body is her arms; most of her body is covered and other are not in the picture.
